i drew these up a long time ago after i had a dream that dw9 was gonna update with two new unique npcs that look suspiciously familiar and was so sad it wasn't real

Why would mystics hang out in a war-torn China? I don't know! DW3 had Fuxi and Nuwa so it is not an impossible concept. Random sidequests from strange old men sounds great come on.

Having Shennong and Taigong Wang in DW seems random at first, but considering their origins, it might make more sense. Shennong is usually said to be originally human or a demigod in mythos while Taigong was a real person (though in WO he seems to act like he was always a mystical dude). So maybe they would have the easiest time pretending to be human in-world.
